Fido does not officially support any handset other than the e62. However, the blackberry connect service works flawlessly with other devices. I have test this with a blackberry pearl, the t-mo dash and an iPaq smartphone

The only charges are the blackberry connect service, however do keep in mind that the data other than emails is not compressed. So if you download attachments or view webpages, the data charges would add up.

When you try to register a device that is used you would get an error that simply says "PIN error". Sorry, I don't recall the exact wording. I had a Rogers Pearl so it was easy, I just called Rogers. I suggest that you talk to the person who sold/gave you the 7290 and ask which provider they were with and if they can call the provider and ask them to release the PIN.

You don't need any workaround for this to work, just a simple registration of the device with Fido service.
